The organization of KOBV is decentral. It is based on the cooperation of the libraries in Berlin and Brandenburg. The libraries are supported by KOBV-Zentrale, the small central head office.
The decentralized model is characterized by a high degree of self-reliance of the libraries and by a distinct cultur of co-determination and co-operation. This manifests itself in the close integration of the libraries into all decision-making processes of the library network. It reflects itself in the Committees, in which all sections are represented and entitled to vote. The public libraries are included in all committees having equal rights.
KOBV-Zentrale is the representative of KOBV in regional and federal boards and consortia.
According to its decentral structure, in the working groups of the German National Library (Deutsche Nationalbibliothek) KOBV is represented by the participating libraries.
Concept of KOBV
The technical and organizational concept of KOBV, developed at the end of 1990s, reflects the ideas of the Internet: Openness, heterogeneity, decentralization, flexibility, cooperation, communication via networks and permanent development.
From the beginning, these principles have been fundamental for KOBV.
They shape the self-image of the KOBV and express themselves in innovativeness, in target- and solution-oriented working methods and a high degree of transparency in all processes.
